With regard to the estimated expenditure for 1909
on buildings, 245 buildings excluding Lighthouses are to be maintained for $65,000: shout $265 each. Many of these buildings such as Government House, the Government Offices, the Civil Hospi- -tal and the Prison are large, others may be very small but taking an average the amount certainly does not appear to be excessive. The ordinary periodical painting services must take up the greater portion of the expense. In connection with repairs to buildings I inspected the Civil Hospital as an average specimen of Government Building. The buildings in tais hospital certainly do not show signs of lavish expenditure.
jur. Tooker, Executive Engineer in charge, shewed
me his programme of work for the year on buildings which had been scrutinized by an Assistant Director of Public Works before approval, and he informed me that be had to submit and obtain approval for any further axpenditure. This approved programme shows that a careful control is exercised by the Directing Staff who naturally do their best to keep the expenditure within the
estimate.
With regard to roads, the cost of maintenance works out to about $800 per mile. I regret I am not sufficiently expert to criticise this expenditure in detail but I am prepared to say that the condition of the roads in the Colony does not give evidence of over repair. If money is wasted it is probably due to lack of supervision by the overseer staff, preotically particularly in the case of the overseer who has to deal with all the roads outside the City including Kowloon and the New Territory; there may also be a waste in comection with the maintenance of Telegraphs for the same reason. The question of economy in main- -tenance depende in my opinion on the intelligence and efficiency of the staff who should be capable of foreseeing exactly what
